This is the new home of the Trigger module. See #1413214: Provide upgrade path from Trigger to Rules and #764558: Remove Trigger module from core for more information around the reasoning for removing the module from core.
Rules is now the canonical method to create triggered responses to actions. An upgrade path from Trigger to Rules will be provided at some point the future.
