Rules Block/Unblock User

This module adds rules events, as well as some default rules, for when a user account is blocked or unblocked.

Based on code from http://venutip.com/content/creating-rules-event-unblocking-user.

Note: this module only adds the event to trigger an action. The action to block or unblock a user is part of the core Rules module.

This module was developed for the Friends in Memoriam website.
