Extends Special menu items, and ideally will become part of that module (see #2352229: Allow <nolink> and <separator> links to be visible only to privileged users), to allow administrators or editors to set other users' access to special menu items.
Add a slash and extra path information after <nolink> or <separator> to hide the no-link or separator item based on a user's access to the given path.
For example make a menu item with a path <nolink>/node/add/page to only show the menu item text placeholder to people with permission to create page nodes.
